- Withdraws specified Forest Service land and federally owned minerals in the Wyoming Range portion of the Bridger-Teton National Forest from: (1) all forms of appropriation or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) disposition under laws relating to mineral and geothermal leasing or mineral materials.
- Makes the Bridger-Teton National Forest Plan, including any revisions, applicable to any land within the Bridger-Teton National Forest that is not withdrawn and any leases of such land.
- Sets forth provisions for the retirement and repurchase of valid existing federal, oil, gas, and other mineral leases within the Wyoming Range. Requires the Secretary to cancel each lease that is acquired and withdraws land that is subject to a canceled lease in accordance with this Act.

- Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the Secretary of the Army, not later than 90 days after the receipt of an application for a permit for a water storage project, to provide to the applicant a statement that describes: (1) whether the Secretary concurs with the assessment of, and alternatives for, the purposes and needs of such project as proposed by the applicant; and (2) if the Secretary doesn't concur, the Secretary's assessment.
- Requires the Secretary, before issuing a permit, to provide to applicants records of decisions describing applicable conditions that will apply to such permits.
- Requires the Secretary to establish the Corps of Engineers Board of Appeals to make determinations on all appeals relating to permits issued pursuant to such Act for water storage projects, including appeals regarding a purpose and need statement, a record of decision, and the Secretary's final decisions on permit approval. Sets forth factors for the Board to consider in making a determination on an appeal.

- Requires the Secretary of Transportation to withhold 10% of a state's apportionment of certain federal-aid highways funds in any fiscal year after FY2009 if such state does not require verifiable evidence of lawful presence in the United States or its territories from each applicant for a driver's license or personal identification card issued by the state. Grandfathers states that have such a requirement in effect before the later of: (1) October 1, 2009; or (2) 10 days after the end of the first session the state's legislature convenes after enactment of this Act.
- Redistributes withheld funds to states that satisfy the requirements of this Act.

Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.
Amends the federal criminal code to authorize a nonresident of a state to carry concealed firearms (other than a machinegun or destructive device) in that state if such nonresident has a valid permit to carry firearms in any state and is not prohibited from carrying a firearm under federal law, subject to restrictions imposed by the state issuing the permit or under this Act.
Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 to eliminate the requirement that forage producers must participate in the insurance pilot program or the noninsured crop disaster assistance program in order to receive crop disaster and livestock assistance.
Repeals the termination date in the Jobs Growth Tax Relief Reconciliation Act of 2003 for provisions reducing individual tax rates on capital gains and dividend income.
Amends the Immigration and Nationality Act to extend through October 1, 2012, the annual cap exemption for returning H-2B aliens (temporary nonagricultural worker).
