Honors Ellen May Tower (who, while serving as a U.S. Army nurse during the Spanish-American War, became the first Army nurse to die on foreign soil) during Women's History Month.
- States that Congress disagrees with the plan announced by the President on January 10, 2007, to increase by more than 20,000 the number of U.S. combat troops in Iraq and urges the President to consider the options set forth in this resolution.
- States that Congress believes that: (1) the military rules of engagement must allow maximum opportunity for U.S. and coalition forces to pursue the enemy in Iraq; (2) U.S. Armed Forces fighting insurgents and al Qaida terrorists in Al Anbar Province need to be reinforced as determined by military commanders; (3) the Iraq reconstruction effort must focus on projects with a small security footprint; (4) one person in Iraq must have absolute authority and responsibility for reconstruction funding; (5) the United States and its Middle Eastern allies should develop an Iraqi repatriation program; (6) terrorism has been fueled by staggering unemployment rates in Iraq and that the United States with its allies should develop an economic development plan for Baghdad and Al Anbar Province; and (7) the U.S. government should develop a program to open and revitalize the several hundred shuttered state-owned enterprises in Iraq with primary focus on Baghdad and Al Anbar Province.
- Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to make loan guarantee commitments to domestic motor vehicle manufacturers and suppliers for advanced conservation and fuel efficiency technology projects for gasoline and diesel vehicles, flexible fuel vehicles, and hybrid electric vehicles that reduce dependence on oil and greenhouse gas emissions.
- Limits the aggregate amount of guarantees for such production.

- Establishes the Energy Security Fund, to be funded by proceeds deposited in the general fund of the Treasury from fines, penalties, and other funds obtained through enforcement actions for violations of automobile fuel economy standards.
- Directs the Secretary of Energy, acting through the Clean Cities Program of the Department of Energy, to establish a program of grants to expand the availability of alternative fuels to consumers. Makes amounts in the Fund available to the Secretary for such grants.
- Declares eligible for assistance any entity that is eligible for assistance under the Clean Cities Program.

Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board; and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner.
Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.
Supports the goals and ideals of National Life Insurance Awareness Month.
Commends the Michigan State University Spartans for their victory in the 2007 NCAA Hockey Championship.
Repeals the federal estate, gift, and generation-skipping transfer taxes.
