- Amends the Trade Act of 1974 to extend and authorize appropriations for the trade adjustment assistance (TAA) programs for workers, firms, and farmers from December 31, 2007, through March 31, 2008.
- Provides for the following offsets: (1) increases by 0.25 percentage points the current increased percentage of any required installment of corporate estimated tax otherwise due in July, August, or September of 2012; and (2) amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend the authority for collection of customs user fees from December 13, 2014, through December 20, 2014.
Amends the Internal Revenue Code to increase the rate and dollar limitation for the alternative fuel vehicle refueling property tax credit and to extend such credit through December 31, 2014.
Authorizes and requests the President to award the Medal of Honor posthumously to Gary Lee McKiddy of Miamisburg, Ohio, for acts of valor while serving in the U.S. Army during the Vietnam War, notwithstanding otherwise application time limitations.
Amends the Internal Revenue Code to make permanent the special rule allowing a tax deduction for charitable contributions of food inventories by business taxpayers (other than C corporations).
Amends the Internal Revenue Code to make permanent the tax deduction for mortgage insurance premiums.

- Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.
- Directs the Secretary of Health and Human Services to study and report to Congress on whether the criteria for coverage of any therapy service or any outpatient mental health care service under Medicare unduly restricts the access to such a service of any Medicare beneficiary with Alzheimer's disease or a related mental illness because the coverage criteria requires the Medicare beneficiary to display continuing clinical improvement to continue to receive the service.
Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.
Commends the Michigan State University Spartans for their victory in the 2007 NCAA Hockey Championship.
Establishes the House Select Committee on POW and MIA Affairs.
- Amends the Internal Revenue Code with respect to the deduction from gross income of any attributable to domestic production activities. Excludes from domestic production gross receipts those derived from the sale, exchange, or other disposition of oil, natural gas, or any related primary product. (Thus denies a deduction for income attributable to domestic production of oil, natural gas, or their related primary products.)
- Increases from five to seven years the amortization schedule for geological and geophysical expenditures for certain major integrated oil companies.
- Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico (Gulf) tract during 1998 and 1999 to incorporate specified price thresholds applicable to royalty suspension provisions.
