Amends the Internal Revenue Code to allow a primary health service provider (i.e., a physician, clinical psychologist, or clinical social worker) a tax credit for the value of professional services provided to individuals in a health professional shortage area.
Directs the Secretary of Defense to enter into an agreement with the National Academy of Sciences for a study of the physical and mental health and other readjustment needs of members and former members of the Armed Forces who deployed in Operations Iraqi Freedom or Enduring Freedom, and their families. Requires: (1) reports, from the Academy to the Secretaries of Defense and Veterans Affairs and from the Secretary to Congress, on such study; (2) the public availability of the reports; (3) such Secretaries to develop a joint plan to address report findings; and (4) the public availability of the Secretaries' response.
- Requires government agencies to prepare cost benefit analyses before entering any private contract of $100,000 or more to procure private sector architectural, engineering, and related services for a surface transportation project.
- Provides for public disclosure of the results of such cost-benefit analysis if the government agency determines it is in the public interest to enter into the contract.
- Authorizes the waiver of such requirements if it is determined that the government agency cannot perform the work to be conducted under the contract with existing or additional government employees because such work is of an emergency, specialty, or intermittent nature.
- Expresses support for the goals and ideals of National African American Bone Marrow Awareness Month.
- Urges Americans to: (1) participate in programs and activities regarding bone marrow awareness; and (2) register to become blood marrow donors and organize registration drives.
Congratulates Lovie Smith of the Chicago Bears and Tony Dungy of the Indianapolis Colts for their accomplishments and for being the first African-American head coaches of National Football League teams to qualify for the Super Bowl.

- Expresses the sense of the House of Representatives that the Constitution provides that the President may act to defend the country in an emergency, but reserved the matter of offensive war to Congress.
- Affirms the constitutional requirement that the President seek and obtain the approval of Congress before the United States undertakes offensive military action against another nation.
Establishes the Commission to Study Reparation Proposals for African Americans to examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies.
Declares that the House of Representatives: (1) recognizes that African American spirituals are a poignant and powerful genre of music that have become one of the most significant segments of American music in existence; (2) expresses the deepest gratitude, recognition, and honor to the former enslaved Africans in the United States for their gifts to our Nation, including their original music and oral history; and (3) requests that the President issue a proclamation that reflects on the important contribution of African American spirituals to American history, and naming the African American spiritual a national treasure.
Congratulates the National Football League champion Indianapolis Colts for winning Super Bowl XLI and for bringing the city of Indianapolis and the state of Indiana their first Lombardi Trophy.
- Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries.
- Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2007, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program.
- Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on April 1, 2006, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.
