Provides for the relief of Manuel Bartsch.
Amends the Higher Education Act of 1965 to include teacher quality enhancement programs relating to the needs of gifted and talented students among authorized uses of title II grants for states and partnerships.
Amends the Securities and Exchange Act of 1934 to require disclosure of: (1) corporate charitable contributions whose value exceeds what the issuer made during the previous year to any nonprofit organization of which a director, officer, or controlling person of the issuer (or a spouse) was a director or trustee (insider affiliated charity); (2) the name of such nonprofit organization and the value of the contribution; (3) the total value of contributions made by the issuer to nonprofit organizations during its previous fiscal year; and (4) the organization name and the value of contributions if the value to any one organization exceeds the amount designated by Securities and Exchange Commission rule.
Honors the thousands of Freemasons in every state for their contributions to the nation.
Expresses the sense of the House of Representatives that to deter further illegal immigration and strengthen the U.S. economy the following must be included in any immigration bill considered by the 110th Congress: (1) increased resources for federal and state authorities to strengthen border patrol efforts; (2) vigorous prohibition of the hiring of illegal aliens coupled with the establishment of an instant employment eligibility verification system; (3) a renewed and limited temporary worker program; (4) a prohibition of blanket amnesty for illegal aliens that does not harm the innocent victims of circumstance; and (5) priority for law-abiding, highly-skilled immigrants.

Supports the goals and ideals of National Life Insurance Awareness Month.
- Amends the Internal Revenue Code to permit taxpayers to elect to expense (i.e., deduct all expenses in the current taxable year) qualified broadband expenditures, including installation and connection costs for subscribers in rural or underserved areas.
- Permits mutual or cooperative telephone companies to elect to reduce their unrelated business taxable income in any year by the amount of their qualified broadband expenditures.
- Directs the Secretary of the Treasury to: (1) designate census tracts identifying rural and underserved areas under this Act; and (2) prescribe regulations for carrying out the purposes of this Act. Prohibits federal or state agencies from adopting regulations and ratemaking procedures that would eliminate or reduce the broadband expense deduction provided by this Act.
- Directs the Secretary of Housing and Urban Development to: (1) suspend mandatory processing of Previous Participation Certificates under the Automated Partners Performance System (APPS); and (2) permit paper filings of such certificates until the December 2006 draft of specified proposed regulations are revised and submitted for review to certain congressional committees.
- Instructs the Secretary also to suspend immediately all filing requirements under the Previous Participation Certificate process with respect to limited liability corporate investors who own or expect to own an interest in entities which are allowed or are expected to be allowed specified low-income housing tax credits under the Internal Revenue Code.
- Amends the Public Health Service Act to expand an existing grant program for training for health profession students to include the treatment of individuals who are overweight, obese, or have eating disorders.
- Allows the Secretary of Health and Human Services to award grants for the training of primary care physicians and other health professions on how to identify, treat, and prevent obesity or eating disorders and aid individuals who are overweight or obese or who suffer from eating disorders.
- Requires the Secretary, acting though the Director of the Centers for Disease Control and Prevention (CDC), to award grants for the planning and implementation of programs that promote healthy eating behaviors and physical activity.
