- Amends the Solid Waste Disposal Act to authorize states to enact laws or issue regulations or orders restricting the receipt and disposal of foreign municipal solid waste within their borders until the Administrator of the Environmental Protection Agency (EPA) issues regulations implementing and enforcing the Agreement Concerning the Transboundary Movement of Hazardous Waste between the United States and Canada. Declares that state actions authorized by this Act shall not be considered a burden on, or otherwise impede, interstate and foreign commerce.
- Requires the Administrator to: (1) perform the functions of the Designated Authority of the United States with respect to the importation and exportation of municipal solid waste under the Agreement; (2) implement and enforce the notice and consent and other provisions of the Agreement; and (3) issue final regulations on the Administrator's responsibilities as Designated Authority of the United States.
- Requires the Administrator to give substantial weight to the views of affected states and local governments before consenting to the importation of foreign municipal solid waste into the United States under the Agreement, and to consider the impact of such importation on: (1) public support for state and local recycling programs; (2) landfill capacities; (3) air emissions and road deterioration from increased vehicular traffic; and (4) homeland security, public health, and the environment.

- Provides for and approves the settlement of certain land claims of the Sault Ste. Marie Tribe of Chippewa Indians.
- Directs the Secretary of the Interior to take certain alternative lands into trust for the Tribe's benefit, upon fulfillment of a specified condition, as part of the settlement and extinguishment of the Tribe's Charlotte Beach land claims. Extinguishes such claims.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.
Commends the Michigan State University Spartans for their victory in the 2007 NCAA Hockey Championship.
- Amends the Internal Revenue Code with respect to the deduction from gross income of any attributable to domestic production activities. Excludes from domestic production gross receipts those derived from the sale, exchange, or other disposition of oil, natural gas, or any related primary product. (Thus denies a deduction for income attributable to domestic production of oil, natural gas, or their related primary products.)
- Increases from five to seven years the amortization schedule for geological and geophysical expenditures for certain major integrated oil companies.
- Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico (Gulf) tract during 1998 and 1999 to incorporate specified price thresholds applicable to royalty suspension provisions.

- Amends the National Nuclear Security Administration Act (NNSA) to subject to the authority, direction, and control of the Secretary of Energy each officer or employee of the NNSA, or of a contractor of the NNSA, who carries out activities related to safeguards and security (including cyber security), emergency management, integrated safety management, or environment, safety, and health operations.
- Amends the Department of Energy Organization Act with respect to delegation only to the Deputy Secretary of Energy, without redelegation, of the Secretary's authority, direction, and control of the Under Secretary for Nuclear Security. Excepts NNSA activities enumerated in this Act from the exclusive scope of such delegation. (Thus allows the Secretary to delegate oversight of such activities elsewhere within the Department of Energy.)
- Incorporates various legislative initiatives for energy conservation, independence, and security.
- Green Jobs Act of 2007 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to: (1) establish an energy efficiency and renewable energy worker training program; (2) collect and analyze labor market data to track workforce trends resulting from energy-related initiatives under this Act; and (3) award National Energy Training Partnerships Grants to community based nonprofit organizations to carry out training programs that lead to economic self-sufficiency and develop an energy efficiency and renewable energy industries workforce.
- Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change.
