Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.
- Amends the Internal Revenue Code to allow an Indian tribal government, in the case of a facility that uses a renewable energy resource to produce electricity in which such government has an ownership interest in the gross sales from such facility, to assign to any other person who has such an ownership interest in such facility any portion of the production from the facility that would, but for this Act, be allocated to such government for purposes of the renewable electricity production credit.
- Makes such amendment applicable to electricity produced and sold after December 31, 2006.
- Amends the Small Business Act to establish within the Small Business Administration (SBA) the Office of Native American Affairs, headed by an Assistant Administrator, to implement SBA programs for the development of business enterprises by Native Americans (American Indians, Alaska Natives, and Native Hawaiians). Requires the Office to assist Native American entrepreneurs to: (1) start, operate, and grow small businesses; (2) develop management and technical skills; (3) seek federal procurement opportunities; (4) increase Native American employment opportunities; and (5) increase Native American access to capital markets.
- Requires the Administrator of the SBA to provide financial assistance to tribal governments, tribal colleges, Native Hawaiian organizations, and Alaska Native corporations to create Native American business centers. Requires each business center to conduct five-year projects for culturally tailored business education aid to such entities. Requires each assistance applicant to submit a five-year plan on proposed assistance and training activities.
- Establishes a four-year pilot program under which the SBA Administrator is authorized to award Native American development grants to provide culturally-tailored business development training and related services to Native Americans and Native American small businesses.

Youth Exchange Support Act of 2007- Amends the Internal Revenue Code to: (1) increase, from $50 to $200 per month, the tax deduction for the expenses of certain students living in a taxpayer's household; and (2) provide an inflation adjustment, beginning in 2009, for such amount.
Prohibits the Secretary of Agriculture from closing or relocating any Farm Service Agency (FSA) county or field office until at least one year after enactment of an omnibus law to provide for the continuation of agricultural programs for fiscal years after 2007 unless such office, for 180 consecutive days during the two-year period ending on such date of enactment, had zero employees.

- Requires the Secretary of Health and Human Services, acting through various federal agencies, to develop a national Shaken Baby Syndrome public health campaign. Requires the Secretary to: (1) develop a National Action Plan and effective strategies to increase awareness of opportunities to prevent Shaken Baby Syndrome; and (2) coordinate the Plan and strategies with evidence-based strategies and efforts that support families with infants and other young children.
- Directs the Secretary to carry out communication, education, and training about Shaken Baby Syndrome prevention, including efforts to communicate with the general public, such as by: (1) disseminating effective prevention practices and techniques to parents and caregivers; (2) producing evidence-based educational and information materials; and (3) carrying out Shaken Baby Syndrome training.
- Requires the Secretary to work to ensure that the parents and caregivers of children are connected to effective supports through the coordination of existing programs and networks or the establishment of new programs, including a 24-hour phone hotline and the development of an Internet website for round-the-clock support.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to to Daw Aung San Suu Kyi in recognition of her courageous and unwavering commitment to peace, nonviolence, human rights, and democracy in Burma.
- Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills.
- Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of kidney disease patient education services.
- Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; and (2) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services or other treatment modalities under Medicare.

- Prohibits the Secretary of a military department from discharging due to a personality disorder a member of the Armed Forces who has served on active duty in a combat zone until the later of the date of: (1) completion by the Secretary of Defense (Secretary) of a review of Department of Defense (DOD) policies and procedures for diagnosing such a disorder; (2) issuance by the Secretary of policies and procedures to ensure the appropriate use of such a discharge; (3) establishment by the Secretary of an independent review board for personality disorder discharges; (4) submittal by the Secretary of a report to Congress on progress in implementing the requirements under (1) through (3), above; or (5) the date that is 45 days after the date of the submission of the report referred to in (4), which period shall permit Congress to consider the report.
- Provides an exception to such requirement in the case of a member who, during recruitment for or enlistment in the Armed Forces, provided false or misleading information, or omitted providing information about past criminal behavior, that is material to a discharge for personality disorder.
- Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations to ensure that diesel fuel sold in the United States contains the volume of biodiesel specified for 2008 through 2012. Requires the Administrator to determine the volume for 2013 and thereafter based on a review of the program. Requires at least 80% of the minimum applicable volume for each of 2008 through 2012 to be biodiesel.
- Requires the biodiesel fuel standards to contain compliance provisions applicable to refineries, blenders, distributors, and importers. Prohibits such standards from restricting geographic areas in which biodiesel may be used or imposing any per-gallon obligation for the use of biodiesel.
- Authorizes the Administrator to reduce the quantity of biodiesel required by a specified amount if market circumstances would make the price of biodiesel fuel unreasonable.
