Expresses the sense of the Senate that: (1) Iraq's neighbors and other international partners should carry through on previous pledges to provide reconstruction assistance to Iraq; and (2) the United States should consider an Iraq Study Group recommendation to merge U.S. and international reconstruction assistance and Iraqi participants to ensure that projects in Iraq are rapidly and efficiently carried out.
- Supports the goals and ideals of National Teen Driver Safety Week.
- Encourages the people of the United States to observe the week with activities that promote licensed teenage drivers to drive safely.
Declares that the United States Postal Service (USPS) should discontinue the practice of contracting out mail delivery services.
- Requires the Secretary of Health and Human Services to make grants to increase public awareness of resources available to pregnant women to carry their pregnancy to term and new parents.
- Amends the Public Health Service Act to allow the Secretary to make grants for the purchase of ultrasound equipment for examinations of pregnant women.
- Amends the Public Health Service Act to prohibit a health insurance issuer offering individual coverage from imposing a preexisting condition exclusion or a waiting period or otherwise discriminating against a woman on the basis that she is pregnant.

- Expresses support for the goals and ideals of National Multiple Sclerosis Education and Awareness Month and invites states and U.S. territories and possessions to issue proclamations designating March 2008 as that month.
- Reaffirms the nation's commitment to combating multiple sclerosis by promoting awareness about its causes and risks and by promoting new education programs, supporting research, and expanding access to medical treatment.
- Recognizes all Americans living with multiple sclerosis, expresses gratitude to their family members and friends, and salutes the health care professionals who provide assistance to those afflicted and the researchers who continue to work to find cures and improve treatments.
Expresses the sense of the Senate on the need for a comprehensive diplomatic offensive to help broker national reconciliation efforts in Iraq and lay the foundation for the eventual redeployment of U.S. combat forces.
- Commemorates the life of the Reverend Leon H. Sullivan and salutes his domestic and international achievements.
- Encourages the continued pursuit of Reverend Sullivan's mission to help the poor and disenfranchised around the world.
- Financial Security Accounts for Individuals with Disabilities Act of 2008- Amends the Internal Revenue Code to establish tax-exempt financial security accounts for individuals with disabilities to pay certain expenses of such individuals, including expenses for education, medical care, and employment training.
- Allows individual taxpayers a tax deduction, up to $2,000 per year, for cash contributions to such an account.
- Amends title XIX (Medicaid) of the Social Security Act to permit the disregard of financial security accounts for disabled individuals in determining eligibility for Medicaid benefits. Permits the disregard of amounts in such accounts for purposes of determining eligibility for certain means-tested federal programs.
- Amends the Internal Revenue Code to reinstate the Hazardous Substance Superfund financing rate and the corporate environmental income tax, except in certain calendar quarters in which the unobligated balance in the Hazardous Substance Superfund exceeds $5.7 billion. Provides for a 50% increase in the Hazardous Substance Superfund financing rate and the corporate environmental income tax between 2008 and 2013 to fund response actions at Superfund sites estimated to cost more than $50 million (megasites) or which pose high health risks.
- Establishes the Megasites and High Risk Sites Cleanup Account in the Hazardous Substance Superfund. Transfers to such Account revenues resulting from the temporary 50% increase in the Hazardous Substance Superfund financing rate and the corporate environmental income tax.
- Requires the Administrator of the Environmental Protection Agency (EPA) to report to Congress annually on the progress of response actions funded by the Hazardous Substance Superfund.
- Expresses the sense of the Senate that the government of the Russian Federation's decision to suspend implementation of the 1990 Treaty on Conventional Armed Forces in Europe (CFE Treaty) will unnecessarily heighten tensions in Europe, and urges such suspension's reconsideration.
- Recognizes the CFE Treaty as a cornerstone of European security.
- Calls on the Russian Federation to fulfill its Istanbul Commitments of 1999 and withdraw all remaining forces and military equipment from Georgia and Moldova.
